Is Hailey actually racist?

Because in the mo\ie it said something about her going to the protest to skip class not to support Khalil Harris and if she did that is kinda disrespectful like who wouldn't want to support a friends friend that died cause i know i would support that person that died and if you guys don't support that person you guys are just haters.

Hailey, one of Starr's classmates at Williamson, definitely exhibits bias and racist views over the course of the novel. She unfollows Starr on Tumblr, she makes jokes about fried chicken, and she defends Officer Cruise. On the other, hand, she also tries to make it up to Starr in the end. Starr, however, chooses not to pursue the friendship. I'd like to think that Hailey was genuinely sorry for her actions..... and that maybe she learned something along the way.
