Why did Balducci chose to follow orders with no consequences?

Balducci is a French military man. He is used to carrying out orders. The French were a minority in Algeria yet controlled it militarily. There is unrest and the French, except for Daru, are mobilizing. Balsucci does what is expected of him by the French police.
