Why does F. Scott Fitzgerald include this chapter about a sad and mostly underwhelming party?

The "underwhelming" party sets precedes the novel's climax. The tension, heat, and antagonism in the hotel room ends with a dead woman, a grieving husband, an innocent man's condemnation, and Gatsby's tragic end. The party sets the tone and moves the plot.
