What was unique about the Annex?

The Annex is the only building in the community that has locks on the doors. The furniture in the annex is comfortable; it has bookcases (people in the community are only allowed a dictionary and guidebook); the speaker has an on and off switch; the Giver has privacy.

It only building with books in it that contain stories, not just rules and stuff like that
