What does mean by the merry bells welcoming to spring?
In the frist stanza, the poet says that the merry bells ring to welcome the spring.

I'm sorry, I don't know which of Blake's poems you're referring to. Please advise.
On the other hand, the phrase by itself would allude to a town's celebration of the advent of spring..... the merry bells might ring from the bell tower, welcoming he new life tat accompanies the season.
