in chapter 11, why are invaders fro the Fringes stealing babies?

I'm not sure I see this in chapter 11. I recall that people with mutations were sterilized and denied the right to conceive babies.

Invaders would steal babies so that they have enough people to reproduce babies and keep the people in the Fringes alive.
