Why does the school let the vigils operate? Is this realistic

The administration allows the Vigils to operate because they are actually an extension of the administration. The Vigils help keep the other students in line, using fear to intimidate their classmates. In my opinion, this is unrealistic..... I would hope that students would inform their parents, and in turn, see a change in the administration. In this novel, the administration itself is the biggest problem.
