Why does Tom go to the jail?

Tom goes to the jail to check on Muff and smuggle him things.... likely food or other necessities. He does so because he feels great guilt over his silence.

Tom watched his opportunity and went to the little grated jail-window and smuggled such small comforts through to the “murderer” as he could get hold of.
