How does Ratched manipulate the meeting without saying anything? What does that say about the other Doctors?

Ratched just sits there and gives them each men a stern and distinct look. Ratched has control over men. Her relationship with the doctors can be just as manipulative as her relationship with her patients. She has different "looks" for each doctor that both intimidates and emasculates them. The doctors frequently concede to Ratched's wishes. Like the patients, the doctors seem unable to be assertive with the nurse.
