Why the speaker has given the poem the title,'Once Upon a Time'?

I assume you are referring to the poem written by Gabriel Okara? If so, he is speaking to his son about his own child and lamenting the innocence of his youth. The poem itself is presented through a story..... once upon a time, the narrator's childhood, is a time his own son never knew.
