#1: Are George and Lenny consistent in their actions? Are they fully developed characters? How? Why?

Both George and Lennie are fairly static characters. Steinbeck does not complicate his characters. They are round characters but they are not manipulators and have a sincerity about them. They are both fully developed characters.
