Why are things "breaking up”?

Things are "breaking up" because the boys go to meetings but are no longer serious. Jack is getting more aggressive and challenging Ralph's authority at every turn. The boys are not carrying out their agreed upon responsibilities and the signal fire remains largely unattended.
