I would have to say Jack was the overall leader. Although Ralph started out with the qualities of a chief that the boys responded to, they quickly acquiesced to Jack. Jack knew how to manipulate these boys and rule them by fear. The boys preferred to be told what to do and they responded better to threats of violence rather than Ralph's democratic sharing of responsibilities.
