Why does Jack say they don’t need the conch any longer?

Jack has been successful in undermining Ralph’s authority. Jack felt the conch represented democracy and Ralph's style of leadership. The conch gave boys a say in meetings. Jack wanted total control over meetings: he wanted to decide who could speak and when they could speak.
