Ralph is desperately trying to convince the boys that a "beast" doesn't exist. The Twin's sighting only adds fuel to the boys' fears. Jack is looking for the "beast" or something that will validate the boys' fears. Jack rules through fear, it is his best weapons against Ralph's responsible order.
