Cornwall and Edmund seem drawn to each other because both want power and do not hesitate to acquire it, even if they make others suffer as a consequence.

Shakespear invented the bond between Edmund and Cornwall to show how alike they both are. Gloucester has no reason to suspect either of them, We already know that Edmund is devious, so Cornwall's alliance to him hints that Cornwall is not what he seems.
