What is a ghost school?

Ghost schools were government funded institutions that actually had no students...... ever. Malala's father hated these schools because influential people would take the money awarded for these schools and use the buildings to store their animals or as Hujras (a place for entertaining). In essence, they were used for anything but the education of children.
