Who said “revenge should have no bounds”? Why is that comment ironic?

That would be Claudius. Claudius is trying to pesuade Laertes to kill Hamlet. He is trying to encourage Laertes to kill hamlet in the name of his father, Polonius, and Kill Hamlet even in a church!
