What is the King's intention (lines 1-38) in the opening speech?

Claudius' intention is to garner support for his actions. He has inherited his brother's crown and married his brother's wife. He is also facing an invasion, as well as the distrust of his nephew (step-son). Claudius needs all of the approval he can garner.
