How is Laertes a more formidable foe to use against Hamlet than the King's previous choices?

The king has convinced Laertes that Hamlet is the cause of his father's death and his sister's insanity. The king plays up Laertes swordsmanship making Laertes believe he has a real chance in avenging his family.
