What was relocation?

Relocation allowed those who could find a sponsor and a job to relocate ot move outside of the camp. From the text:

The third, called relocation, was just opening up: interned citizens who could find a job and a sponsor somewhere inland, away from the West Coast, were beginning to trickle out of camp.
