Montag is disappointed with the people in the commune at first in Fahrenheit 451, because he doesn't feel they're taking enough action. He tries to plant books in the firemen's houses (which fails). Eventually he comes to see that Grangers plan of giving life to books through their embodiment in people is the best way to combat the censorship of the government.
