Although this is a silent movie, dialogue is
hinted at in the opening scene. What do you
think Chaplin is saying about sound in
movies in the way he imitates dialogue in
this scene?

Chaplin was not happy about the advent of sound film or "talkies" as they were known as. He did use ambient sound, like in City Lights, to convey added information. The muffled voices of the dignitaries convey a sense of pompous authority separated from the problems of the common man.
