What is it about gypsies that the major consider them immoral?

I have been unable to find a reference to the "Major" in the text, but I have found Reynaud feelings about the arrival of the gypsies on pgs. 80-86. Reynaud makes special note of the fact the gypsies have come to "breed"..... that they are vagrants lacking in both respect and values. He talks of their "dangerous" influence on the young people, and the way they teach the young to turn to theft and drugs, all while leading them away from the church.
