To put it simply, the council cannot allow or reward individual thought. Equality 7-2521's light bulb was not the product of endless collaboration, which never achieved a thing, but the initiative and intelligence of one person. Personal identity goes against everything the Council stands for so they reject the lightbulb and prefer to remain in the dark.
