why is it ironic that the pigs set up their headquarters in the harness-room

The harness is symbolic of the bondage animals lived through under farmer Jones. It is a human contraption designed to control animals like horses. The Pigs setting up there shows the breaking of this bondage. Unfortunately the greater irony is that the animals have merely traded one bondage for another. Mr. Jones will prove to be rather nice compared to Napoleon.
