Why does Napoleon choose the pups as the starting place in his plan to educate the young?

Napoleon is takes the nine pups and places them in isolation; he wants to educate them in animalism. He trains the pups to become attack dogs, and he uses them as a threat to all of the other animals and a sign of his power.
