why are the pigs accepted as the planners of farm policy

The Pigs are considered to be the most intelligent animals. They can read which is a big plus in the animal hierarchy. Being literate separates the higher animals from the lower animals. Both leaders are pigs. Napoleon is charismatic, manipulative and aggressive while Snowball is incredibly intelligent. Pigs are considered the equivalent intellect as humans if not greater.
