who owns manor farm and what problem does he have?

Mr jones owns manor farm until the revolution when the animals take over, mainly the pigs

I believe you've answered your own question. Mr. Jones owns the farm, and yes, he is somewhat of a drunk. Although the main problem he's going to face is a rebellion by his animals, in which they will run him from is home.

Mr Jones owns Manor Farm and he is a lazy owner who doesn't take care of his animals properly. He is commonly drunk, that is his problem.
