What is the purpose os snowball's organization of animal committees?

Snowball actually wants to make the farm a better place for all the animals. Unlike Napoleon, Sbnowball looks for consensus and imput from others. He shares a little of the vision that Old Major had of an Animal utopia.

Snowball's animal committees represent an attempt to offer different animals specific training so that they can become functioning members of the farm. Certain tasks include cleaning cows' tails and re-educating rabbits. The most important one, however, is the animal literacy program.
