The destruction of the windmill fits right in with Napoleon's plans; it's a tool of manipulation. Napoleon blames Snowball for the destruction of the windmill that the animals worked so hard to build. The animals seem to forget that Napoleon was originally against the project. Calling Snowball a saboteur lets Napoleon push for a new windmill to be built.
