Napoleon becomes completely self-absorbed and wants to have everything his way. He abuses every kind of power he has available to him. He changes the commandments whenever it suits him or it enhances his power. The windmill is not high on his priority list, so he puts other things ahead of finishing the windmill, although animals including Boxer work beyond the work day. Ultimately, everyone works longer houre with smaller amounts of food.
