Why Is Mr. Henri Unconcerned With Jefferson's Case?

Mr. Henri Pichot is a raving racist who happens to be in charge of most everything. He is unconcerned about the death of any Negro including Jefferson. He does, however, have a soft spot for Miss Emma and get her access to visiting Jefferson in the prison.
