I believe that he is referring to those who are generous. The Ghost of Christmas present is a symbol of peace and abundance. He both literally and figuratively possesses a cornucopia, a horn of plenty. His scabbard is empty, as he promotes peace and plenty over Scrooge's miserliness. His brothers, are those who promote the same, the people that Scrooge has never affiliated himself with.
