Answer

It is possible for snow to fall on very cold days. However, when snow forms, the freezing process releases energy to the air (see page 328, Figure 17.17), which warms the environment. If one associates warmth with snowfall, that could account for the misinterpretation that snow cannot fall on very cold days. This is similar to the misinterpretation that it cannot rain on very dry days.
