Both gondolas start absolutely full to the top with water. When a boat of weight w enters one of them, it floats and displaces an amount of water whose weight is w. The water spills over the side. The gondola ends up weighing the same as before, no matter the size of the boat that enters. This is similar to question 2 in the checkpoint on page 254.
