Dynamic equilibrium means that there is a set point and range within the body that is defined as normal. External and internal conditions cause fluctuations around that set point. When conditions force the values outside the normal range, homeostasis kicks in to promote actions to set the value back within normal range. In that way, homeostasis doesn't prevent internal change, it promotes change. It just promotes change back to the normal set point.
