Each student's answer will be different here. An acceptable response would look like this: I believe that competition should apply to both private and public organizations. Our entire economy is based on free market principles, so there shouldn't be any distinction made between private and public organizations - in the eyes of capitalism, they are the same.

This question has to do with point of view. If someone is a capitalist, they will likely say that they believe that competition should apply to both private and public organizations. If they a socialist or a communist, though, they will likely think that competition should only apply to private organizations. Or, more likely, that competition shouldn't apply at all.
