Why does Mr M remind the debaters the meaning of debate

Basically Isabel and Thami break out in an uncontrolled argument. Mr. M reads them the definition of a debate from his personal dictionary, reminding them that the opposing viewpoints should get "equal time and consideration" (p.7).
