Why discuss philosophical ideas in a work of fiction instead of, say, a treatise?

Fiction is often used as a way to tell the truth in a more meaningful way than something like a treatise. The famous author Tim O'Brien once wrote, "Fiction is the lie that helps us understand the truth.” A story often helps people to connect with themes far more effectively than simply written details.
