Eliza's whole life is swollen and turbulent. Eliza would have to cross ice and freezing water to get to the north. There is a sense of desperation in this scene that represents Eliza's life. She wants her baby to be free, even at the cost of dying in the river. Rivers usually represent change but this river is vicious and unforgiving just like Eliza's experience in the South.
