Why doesn't Heck Tate want to tell the whole truth? Who is he protecting? Who actually Killed Bob Ewell?

Tate feels the end justifies the means. Tom Robinson died unjustly, Bob Ewell got what he deserved. Tate decided that protecting Boo Radley was more just than condemning him for protecting Jem and Scout.
