why does atticus allow jem and dill to go come with him to Tom Robinson's house, and what must they promise to do if they come with?

I think Atticus wants his kids to see the truth of the Tom Robinson situation follow through. Telling Helen about her husband's fate was a part of the ugly truth of racism in their community. They had to promise to stay in the car.
