What does Scout mean when she says that Atticus is, "...the same in the courtroom as he is on the public streets?"

Atticus is one of those rare people who have a constant authenticity about them. There is nothing fake or fabricated about Atticus no matter what he does. Atticus lives by example both personally and professionally.
