What was the purpose of the labor exchange and what happened after it closed down?

Labor exchange is a place where either illegal immigrants or legal citizens gather, hoping for some "gringo" to stop by. Few of the jobless will get some badly paid work for a day. There was a lack of work for desperate people when it closed down.
