Dimmesdale chooses to hide behind Hester and let her take the fall for their shared "sin". This certainly is cowardly and ironically the stress of this burden ends up killing him. I think Chillingworth is the most evil. He sets out to destroy Hester and Dimmesdale. Chillingworth's only motive was to punish and revenge.
