I think this quote speaks to Pearl in particular. While Hester can be seen to be as insular and guarded, Pearl is wild with life and emotion. Hester is adept at covering her emotions with a reserved and polite tone. Pearl is alive with raw and sincere emotion. While other girls in the village hide behind, and eventually become, their mothers, Pearl is her own individual vibrant child.
