Chillingworth plans to take his revenge on Dimmesdale, even though he knows that some of his vengeance is not real since he caused some of Hester's sinful behavior. However, once Dimmesdale is on the scaffold, the secret is out and there is nothing to "blackmail" Dimmesdale with. His sin has been revealed to all the world and Chillingworth, thus, has no hold over the minister.
