Mistress Hibbins parades herself as a witch, but the truth probably is that she is a keen observer of humans and knows that Hester has been there. It is likely that she knows that Hester is there with Dimmesdale (or occasionally Chillingworth) and thus makes certain assumptions about the various relationships.
