What did the tattered man mean by referring to Jim as a "reg'lar jim-dandy"?

A Jim-Dandy is defined as a person or thing that is a very "superior example" of its kind. The Tattered man uses this description for Jim because he commending him as a superior soldier. A nervy, brave, and courageous soldier!
